Pre-Activation State

# Description

The state a key holds after it is generated but before it may be used, staging it on both endpoints ahead of need. A key waiting here is not yet valid for any cryptographic operation, and a master key distributed in this state must travel over an authenticated-encryption channel so it cannot be captured or altered before it becomes active.
