Key Management Service Procedures

Description

The step-by-step definitions of how each key-management operation runs across the ground and spacecraft ends, including the preconditions both sides must meet. Key activation, for instance, moves a pre-loaded key on both endpoints into the active state so it can begin protecting traffic, and it assumes the two ends already hold an identical set of keys to activate.
