Uplink jamming of Arabsat and Eutelsat transponders geolocated to Ethiopia (May-June 2014)

What happened

In late May 2014 Arabsat announced that many television channels across its fleet had been subject to intentional jamming and that its engineers' analysis had confirmed the interference originated from Ethiopian territories. Arabsat noted that no Ethiopian or Eritrean channels are carried in its own direct-to-home bouquets and suggested the jamming may have been aimed at opposition channels for one of the two countries carried on satellites near its 26 degrees east neighbourhood or on other spacecraft; it informed the International Telecommunication Union and the Arab League. On 30 May the BBC condemned the interference to its television and radio broadcasts on all three Arabsat satellites in the Middle East and North Africa, with Liliane Landor, acting director of the BBC World Service Group, calling it a deliberate act of vandalism; Deutsche Welle, France 24 and the US Broadcasting Board of Governors joined the condemnation. Eutelsat independently geolocated the jamming to northeast Ethiopia. Its head of payload operations and engineering, Mark Rawlins, said on 4 June that it took a couple of hours using two of Eutelsat's own nearby satellites to pinpoint the source, and that the source was, as SpaceNews reported it, "using a high-powered antenna to disrupt programming on the uplink to transponders on two Eutelsat" spacecraft at 7 degrees west and 21 degrees east. Because the jamming was conducted this way, interference reached not only the presumed target broadcaster but every broadcaster sharing the affected transponders. Eutelsat relayed its data to the French national frequency agency, which forwarded it to the ITU and to the Ethiopian government as a protest. The affected Eutelsat spacecraft carried a channel owned by the Minneapolis-based Oromia Media Network, launched in March 2014 and jammed before, which said on 5 June that it believed the jamming was part of the Ethiopian government's silencing of alternative voices.

See gap-analysis.md. Attribution is unusually strong for this class: two commercially unrelated operators geolocated independently, and the finding travelled through a national regulator to the ITU. SpaceNews notes the countervailing point on the record, that both operators are interested parties and no neutral geolocation network existed, which is why France was then pushing an ITU-recognised one.

Attack vector

A high-powered ground antenna transmitting into the uplink bands of transponders on at least five geostationary spacecraft across three orbital slots, denying every carrier sharing each affected transponder rather than only the presumed target.

Operational impact

Interference to BBC television and radio on all three Arabsat satellites across the Middle East and North Africa, and to many other international television broadcasts, including those of Deutsche Welle and France 24; disruption on two Eutelsat spacecraft at 7 degrees west and 21 degrees east reaching not only the presumed target broadcaster but every broadcaster sharing the affected transponders. Mark Rawlins states that the jamming source is using a high-powered antenna to disrupt programming on the uplink to transponders on two named Eutelsat spacecraft. EX-0016.01 is transmission toward the spacecraft's receive antenna at the operating frequency with sufficient power spectral density to capture it. The scope caveat is recorded rather than hidden: EX-0016.01's effect clause is written about telecommand and ranging traffic, and what was denied here was payload programming.
