Iranian jamming of foreign satellite broadcasts, orbital and terrestrial (2009-2012)
What happened
Between the disputed 2009 presidential election and the currency crisis of October 2012, foreign Persian-language and international broadcasts into Iran were repeatedly jammed by two distinct methods. Der Spiegel documented the orbital method against Eutelsat's Hot Bird 8 in March 2010: the jammer transmits a strong signal toward the satellite on the same frequency used by the legitimate uplink, and the satellite, which cannot tell the Deutsche Welle uplink at Usingen in Hesse from a transmitter in Tehran, takes the stronger one. The Farsi services of the BBC and the Voice of America disappeared not only in Iran but across the satellite's whole coverage area; Deutsche Welle's Arabic service lost over 30 hours of programming in December and February. Eutelsat detected the jamming carriers by their constant amplitude, constant frequency and high power, identified the source as Tehran using its SatID software, and reported to the French frequency agency ANFR, which sent a four-page complaint to Iran with a copy to the ITU Radio Regulations Board; the Board urged Tehran to locate and eliminate the source. Eutelsat moved affected channels to satellites that Iranian uplinks could not reach. Iran's own IRIB Press TV, carried on the same spacecraft, was not affected. In February 2010 the BBC, Deutsche Welle and the Voice of America jointly condemned the deliberate electronic interference, which began as Iran marked the 31st anniversary of the revolution, and EU foreign ministers called on Iran to stop. Small Media's November 2012 report documents the second method, terrestrial jamming: rogue frequencies transmitted at local consumer satellite dishes, area-specific, with a range of 3 to 5 kilometres in urban areas and up to 20 kilometres in rural ones, from equipment a Chinese manufacturer quoted at 6,500 US dollars. In October 2012 the interference intensified again during protests over the collapsing rial, disrupting the Voice of America's Persian News Network, Radio Farda and BBC Persian on Hot Bird 13B, Eutelsat 25A and Eutelsat 7A from Morocco to Eastern Europe to Indonesia.
The reference record for this event class. It is the only incident in the batch where both jamming geometries are documented in the same campaign by sources that describe each mechanism directly, which is why it carries the batch's only direct EX-0016.02 mapping alongside a direct EX-0016.01. Two facts are worth an editor's attention. Eutelsat's countermeasure was orbital rather than electronic: it moved the affected channels to spacecraft whose uplinks Iran could not reach, which is a statement about EX-0016.01's footprint constraint being the binding one. And Iran's own state broadcaster, carried on the same jammed spacecraft, was never affected, which is the strongest single indicator on the record that the interference was selective and intentional. The 2003 Telstar 12 episode and the 2012 BBC Persian episode fall inside this pattern and have their own records; the 2022 Eutelsat episode is a later instance of the same behaviour.
Attack vector
Two methods in parallel. Orbital: transmission of a stronger carrier at the broadcast satellite on the legitimate uplink frequency, capturing the transponder across its entire footprint. Terrestrial: local transmission of interfering frequencies at consumer receive dishes within a few kilometres, from fixed or vehicle-mounted jammers.
Operational impact
Repeated loss of BBC, Voice of America, Radio Farda and Deutsche Welle services in Persian and Arabic across whole satellite footprints rather than only inside Iran, including over 30 hours of Deutsche Welle programming in two months; forced migration of affected channels to spacecraft unreachable from Iranian uplinks; local loss of reception for viewers within range of terrestrial jammers.

Eutelsat's engineers characterise the interfering signals by their RF signature: constant amplitude, constant frequency and high power, visible on their monitors and impossible for them to counter. Small Media adds the consequence, that the targeted channel's feed is completely overridden and that every other channel in the same capacity group is affected. Injecting non-useful energy at the RF layer so that the path yields no usable payload is EX-0013.02's case. Direct on the described emission; moderate confidence because neither source describes the receiver-level behaviour the technique details.
The satellite operator states on the record that the interference is deliberate, the affected broadcasters jointly condemn it as deliberate electronic interference, and the ITU Radio Regulations Board treats it as harmful interference to be located and eliminated. SPARTA's bibliography cites this incident at EX-0016.
Der Spiegel describes the mechanism in EX-0016.01's own terms and explains why it works: the jammer transmits a strong signal in the satellite's direction using the same frequency as the legitimate ground uplink, and the spacecraft, unable to distinguish the two, follows the stronger one. Eutelsat's countermeasure confirms the geometry: it moved channels to spacecraft that Iranian uplinks could not reach. Direct on both the behaviour and the constraint.
Small Media documents a second, distinct method used in the same campaign: terrestrial jamming, which transmits rogue frequencies in the direction of local consumer-level satellite dishes and interferes only within a specific area, 3 to 5 kilometres in built-up areas and up to 20 kilometres in rural ones. That is EX-0016.02's definition, including its field-of-view constraint on the receiving terminal. This is the only direct EX-0016.02 mapping in the batch; everywhere else the reported effects are footprint-wide and therefore uplink-side. Confidence is moderate rather than high because the report describes the method as used in Iran generally and does not tie a specific dated outage to it.
Small Media's account of orbital jamming names the facility type: 'Orbital jamming involves the perpetrator beaming contradictory signals directly towards a satellite via a rogue uplink station.' That is IA-0008.01's subject, an actor-operated transmitting ground station radiating mission-compatible energy at the spacecraft, named rather than inferred. Confidence is moderate and the tactic caveat stands: IA-0008.01 sits in Initial Access and its purpose clause is about presenting traffic the spacecraft will parse, which is not what a jammer is doing.
Separately attested and quantified for a different victim: Deutsche Welle's spokesman states that disruptions in December and February affected a total of over 30 hours of programming. Impairment measured in hours of lost output across a period, rather than a single elimination, is IMP-0002.
When the jamming ran, the Farsi services of the BBC and the Voice of America disappeared from screens, and not only in Iran but throughout the satellite's coverage area. Temporary elimination of access without physical damage.
Small Media tested the acquisition path directly: it approached the Chinese manufacturer Wonderland Technology for a price quote on a concealed, weatherproof jamming antenna covering a 5 kilometre radius and was quoted 6,500 US dollars with a discount for volume, and it records the cost of the send-and-receive satellite technology used for the orbital method at 20,000 to 50,000 dollars. RD-0005.04 is the obtaining of portable or fixed jammers and high-gain antennas for electronic attack. Direct on the acquisition behaviour. Considered because the objective was to keep information from reaching an audience. DE-0002.02 is a defence evasion technique aimed at denying operators visibility of spacecraft telemetry so that malicious activity goes unnoticed. Nothing here concerns operator visibility or concealment of another action.
Considered, and rejected in favour of RD-0005.04. Small Media describes the acquisition of purpose-built jammers and of general-purpose VSAT gear, not the assembly of the steerable-aperture RF ground stack RD-0001.01 describes. Mapping both would double-count one body of evidence.
