Russian GPS jamming of Norwegian aviation over Finnmark, registered on 44 days by February 2024
What happened
By 22 February 2024 the Norwegian Communications Authority (Nkom) had registered GPS disturbance in the airspace over Finnmark on 44 days of that year, practically every day. The comparable counts are 18 days in 2021, 122 in 2022 and 294 in 2023, a rise Nkom associates with Moscow's full-scale war on Ukraine. Reports come from pilots flying for SAS, Norwegian and Wideroe and from civilian air ambulances, in and out of Kirkenes airport and the smaller coastal Finnmark airports at Vadso, Vardo, Batsfjord, Berlevag and Mehamn. Nkom attributes the interference to Russian electronic warfare units on the Kola Peninsula, distinguishing spillover from Russia's self-protection jamming around its own airfields against Ukrainian drone strikes from jamming more deliberately aimed at neighbouring airspace. The stated effect is reduced positioning accuracy and, at intense interference levels, cockpit receivers losing positioning altogether. Finnmark police have raised the consequences for search and rescue directly with Russia's FSB. By October 2024 the volume had produced a second effect: Nkom stopped logging incidents, its senior engineer Nicolai Gerrard describing the jamming as having developed into an unwanted normal situation.
A stronger attribution than the existing European aviation record carries: Nkom locates the interference at named Russian electronic warfare units on the Kola Peninsula, and Norwegian police have raised it with the FSB directly, where EASA locates its activity geographically and names no state. One conflict is recorded rather than resolved: this record's primary source states that the first disruptions of GPS signals in Finnmark were reported in 2018 during Trident Juncture, which is inconsistent with finnmark-aviation-gps-jamming-2017 in this same batch. Attack vector
Ground-based GNSS-band jamming from Russian electronic warfare units on the Kola Peninsula, reaching Norwegian airspace over Finnmark. The Barents Observer report separates two causes: spillover from the jamming Russia's military has activated around airports inside Russia to counter Ukrainian drone strikes, and jamming more deliberately aimed at neighbouring airspace; it states that distinction in its own voice, about border regions generally, and assigns no Finnmark episode to either category.

The Norwegian national regulator counts GPS jamming in the airspace over Finnmark on a day-by-day basis, reaching 294 days in 2023 and 44 days by 22 February 2024, and attributes it to Russian electronic warfare units on the Kola Peninsula. The stated effect, that jamming reduces positioning accuracy and with intense interference can cause cockpit receivers to lose positioning altogether, is EX-0016.03's consequence clause in the source's own words, and that clause is written receiver-agnostically rather than naming the spacecraft.
