Signal Interception
Description
The adversary captures mission traffic in transit, on ground networks or over the space link, so that payload products, housekeeping, and command/ack exchanges can be reconstructed offline. Vantage points include tapped ground LANs/WANs between MOC and stations, baseband interfaces (IF/IQ), RF/optical receptions within the antenna field of view, and crosslink monitors. Depending on protection, the haul ranges from plaintext frames to encrypted bitstreams whose headers, rates, and schedules still yield valuable context (APIDs, VCIDs, pass timing, file manifest cues). Intercepted sessions can guide later replay, cloning, or targeted downlink requests.

Art. 80(3)'s information categorization is domain-relevant to interception (it drives crypto policy), but categorization itself does not interdict the interception.
Signal interception across RF, optical, and ground-network paths is defeated by the cryptographic concept 85(1) requires the operator to define for confidentiality of mission traffic.
Signal interception (primary: Art. 85(1)/(3)) is mitigated by 85(2)'s key rotation — limiting the operational window in which intercepted material can be decrypted.
85(3)(b)'s telecommand encryption obligation reduces the value of intercepted command traffic; 85(3)(a)'s end-to-end authentication limits replay/clone scenarios that capture enables.
Art. 21(2)(h) obliges the entity to maintain cryptography and, where appropriate, encryption policies covering mission traffic; it addresses signal interception by requiring those measures, while the deployed end-to-end encryption, not the policy article, is what reduces interception to traffic-analysis surface only.

Signal interception is passive: a tapped ground LAN or an intercepted space link produces no traffic for boundary monitoring to observe. The practice governs the network whose taps the technique exploits without detecting the tap.
