Disable Fault Management
Description
The adversary suppresses or alters fault detection, isolation, and recovery (FDIR) so unauthorized actions proceed without triggering safing or alerts. Targets include watchdogs and heartbeat monitors; limit and sanity checks on sensor/command values; command interlocks and inhibit masks; voting and redundancy-management logic; and event/alert generation and routing. Techniques range from patching or bypassing checks in flight code, to rewriting parameter/limit tables, to muting publishers that report faults. More subtle variants desensitize thresholds, freeze counters, or delay responses just long enough for a malicious sequence to complete. With FDIR dulled or offline, anomalous states resemble nominal behavior and automated mitigations do not engage, masking the attack from ground oversight.

Silenced alarms, frozen counters, and desensitised thresholds are the precise targets that hollow out detection; Art. 21(2)(b)'s incident-handling capability must include integrity-of-monitoring controls so disabled FDIR is itself an incident signal.
Art. 21(2)(h) crypto policy does not interdict suppression or alteration of onboard fault detection through flight-code and table patching; the operative control is fault-management integrity and code integrity. Addresses (domain relevance).
FDIR rule tables, watchdog/heartbeat thresholds, sanity checks, command interlocks, inhibit masks, and voting/redundancy logic are first-class access-controlled engineering configuration; Art. 21(2)(i) governs which roles can edit them.
Authority to alter FDIR thresholds, watchdog timeouts or safing autonomy is privileged-account authority; the privileged-account policy bounds the population and applies the review obligations that surface misuse.
Monitoring-and-logging procedures must surface FDIR-disable events, watchdog-timeout extensions and limit-threshold widenings, which are the observable signatures of fault-management suppression.
Operators are positioned to notice missing safing events and suppressed FDIR alerts; Annex 3.3.1 mechanism captures those operator escalations as the upstream feeder for the Annex 3.2.1 monitoring pipeline.
FDIR/safing logic, watchdog parameters and limit/sanity-check thresholds are change-managed configuration; documented change procedures detect and block unauthorized disabling of fault management.
