Jamming

Description

Jamming is an electronic attack that uses radio frequency signals to interfere with communications. A jammer must operate in the same frequency band and within the field of view of the antenna it is targeting. Unlike physical attacks, jamming is completely reversible, once the jammer is disengaged, communications can be restored. Attribution of jamming can be tough because the source can be small and highly mobile, and users operating on the wrong frequency or pointed at the wrong satellite can jam friendly communications.* Similiar to intentional jamming, accidential jamming can cause temporary signal degradation. Accidental jamming refers to unintentional interference with communication signals, and it can potentially impact spacecraft in various ways, depending on the severity, frequency, and duration of the interference. *https://aerospace.csis.org/aerospace101/counterspace-weapons-101

EU regulation articles

  • eu-space-actArt. 86(1)
    addresses
    moderate
    direct

Backup management and redundancy under 86(1) — including geographical splitting per 86(3)(b) — limits jamming impact when alternate ground sites or backup links can take over.

    addresses
    high
    direct

87(3)(f) explicitly covers interferences on the ground segment as a crisis-management scenario the operator's response-and-recovery plans must address — jamming is the canonical case.

  • nis2Art. 21(2)(b)
    addresses
    moderate
    derived

Jamming events — link Eb/N₀ collapse, sustained BER elevation, partial-pass loss — are detectable from RF-link telemetry; Art. 21(2)(b)'s incident-handling capability must triage and document those signals (intentional vs accidental).

  • nis2Art. 21(2)(c)
    addresses
    moderate
    direct

Service continuity under temporary RF interference — failover paths, alternate ground apertures, dwell-extension procedures — falls under business continuity, backup management, and crisis management under Art. 21(2)(c).

  • nis2-implAnnex 13.2.1
    addresses
    high
    derived

Jamming is an RF-environmental threat; the protection-against-physical-and-environmental-threats obligation covers link-budget design, antenna-pattern shaping and operational frequency-plan diversity.

  • nis2-implAnnex 3.2.1
    addresses
    moderate
    derived

Monitoring-and-logging procedures must surface link-margin degradation and noise-floor excursions, which are the observable signatures of jamming.

ENISA controls

  • Transmission security with jam-resistant waveforms is the canonical operator-side defense against communications-link jamming.

  • Space-based RF mapping characterises jamming attacks for geolocation and effective deployment of other defences.

  • Antenna nulling and adaptive filtering directly counter jamming by suppressing signals from identified jamming locations or frequency bands.

Cross-reference controls

  • Supported by two independent derivations that agree, neither of them SafeMode's invention. Through NIST 800-53: SafeMode's curated mapping records EX-0016 against SI-4 System Monitoring, and CSF 2.0's own crosswalk names that control as an informative reference for DE.AE-02. Through SPARTA: SPARTA's catalog maps EX-0016 to countermeasure CM0077 Space Domain Awareness; CM0078 Space-Based Radio Frequency Mapping, and that countermeasure's own CSF references include DE.AE-02. Recorded as `addresses` rather than `mitigates` because a CSF subcategory states an outcome to be achieved while the underlying control states the mechanism that achieves it, which is the mechanism-versus-mandate ceiling in decisions entry 15.

RF/optical jamming denies the spacecraft's communication network at the physical layer; T1498 'Network Denial of Service' covers network-level DoS at parent level. Cross-tactic moderate (impact vs execution) and cross-domain (RF link as the network).

  • mitre-attack-enterpriseT1498.001Direct Network Flood
    addresses

Jamming is conceptually a direct flood of the RF channel with high-power noise; T1498.001 'Direct Network Flood' covers the specific direct-flooding pattern at sub-technique level. Cross-tactic moderate.

T1695 'Block Communications' addresses adversary inhibiting communications between operations control and assets, hindering operator ability to monitor and control — exact concept-match for SPARTA EX-0016 'Jamming' which produces the same operational outcome. Cross-tactic moderate (T1695 in inhibit-response-function vs SPARTA EX-0016 execution).

  • Deliberately typed down from the mitigates carried by its uplink and downlink sub-techniques. The parent spans PNT jamming as well, and the BPG splits PNT survivability into a separate practice (MI-INTG-02), so this practice covers most but not all of the parent's scope. Under the universal-strict standard partial scope coverage is addresses.
